As Hong Kong emerges from the pandemic, the stark divide between rich and poor has become a critical issue. Recent findings from the Poverty Report reveal an alarming surge, with the wealth disparity skyrocketing from 34.3 times in 2019 to an astounding 57.7 times as of Q1 2023. This alarming disparity demands immediate attention and action.

While Oxfam and other organizations have made efforts such as distributing face masks and providing meals to those in need, these actions have offered only temporary relief. Oxfam firmly believes that there is significant potential to further enhance the allocation of the ESG budget and make a greater impact in addressing these challenges.

In addition to short-term relief efforts, Oxfam proposes a strategic approach that emphasizes long-term, sustainable impacts within our community. Oxfam has developed a pioneering framework called Common Approach to Monitoring Evaluation Learning and Social Accountability (CAMSA), which is used by over 20 Oxfam Affiliates globally. By using this framework, Oxfam can effectively evaluate projects and programs based on their long-term impact and reach.

Case Study

Pay for Success

Launched in 2020, the Government's Social Innovation and Entrepreneurship Development Fund (SIE Fund) led a groundbreaking “Pay-for-Success” (PFS) project in collaboration with Oxfam. This initiative built on Oxfam’s extensive experience supporting ethnic minorities. Partnering with the University of Hong Kong (HKU) and The Education University of Hong Kong (EdUHK), the project aimed to improve Chinese proficiency among non-Chinese speaking kindergarten students through the development of Chinese as a second language enrichment curriculum. It implemented an innovative “Dynamic Enrichment Learning Mode” and incorporated a train-the-trainer model to equip teachers with the necessary skills. Oxfam played a vital role by monitoring, evaluating, and learning (MEL) throughout the project. We together with HKU and EdUHK collaborated on designing teaching materials which have been endorsed by the Education Bureau. This collaborative approach established a strong foundation for future expansion and success.

Mindfulmama

Many know that motherhood comes with its challenges, and financial difficulties can add another layer of stress. Mental health services are inadequate and costly, hence Oxfam partnered with Childhood is Limited to deliver mindfulness workshops to mothers, teaching them mindfulness techniques through mindful stretching and handcrafting. We understand that children's mental health is also alarming, and kids can experience anxiety due to stressful schooling. A highlight in the project is that mothers are trained to deliver mindfulness workshops to kids to earn extra income. The project thus aims to empower mothers to address their own anxiety and support children's mental well-being.

Art Therapy for the Elderly

Elderly individuals are prone to tripping as they age, partially due to the deterioration of joints and muscles which hampers their ability to protect themselves from falling. In light of this, Oxfam partnered with CCCD to launch an art therapy project. This program incorporated dance-inspired movements within the art therapy sessions, aimed to improve flexibility and overall well-being for participating seniors. To ensure its effectiveness, the program design and its impact on participants were meticulously tracked through a comprehensive Monitoring, Evaluation, and Learning (MEL) system led by Oxfam and a university.

Social Impact Monitoring, Evaluation, and Learning (MEL)

OHK has developed a state-of-the-art social impact measurement framework called CAMSA (Common Approach to MEL and Social Accountability). CAMSA incorporates a set of standardized Key Performance Indicators (KPIs) for assessment purposes, along with a flexible calibration model that accounts for the nature, duration, and scale of projects/programs. This framework ensures accurate measurement and evaluation of social impacts, providing valuable insights to organizations committed to driving positive change in society.
